Tatjana Kairiša, head of two municipal government service centres in the Balvi region, has become the owner of a controlling stake in SIA AVK Group.
According to Kompromat.lv sources, immediately after the arrest of her husband and son in a drug case, Tatjana Kairiša, head of two Balvi municipal government service centers, urgently took long-term sick leave. The goal was clear: to minimize information leaks and maintain strict control over the situation outside the pretrial detention center.

According to Crediweb.lv , the ownership structure of SIA AVK Group was completely rewritten within a matter of days. On May 28, the controlling stake in the company (51.21951% of the authorized capital) was transferred from Aivars Kairišs, who is in custody, to his wife, government official Tatjana Kairiša. And by June 3, Aivars Kairišs had completely resigned from the management. Tatjana Kairiša herself is now registered as the sole member of the board with the right of sole representation and the official beneficial owner (patiesā labuma guvēja) of the company.

It is worth noting that T. Kairiša is a politician who ran in the 2025 municipal elections from the ruling party "Jaunā VIENOTĪBA".

Kompromat.lv examined public data from the Procurement Monitoring Bureau (IUB) and identified an important pattern in AVK Group’s operations. Instead of submitting a single, large project to modernize the woodworking complex, which would inevitably have attracted the attention of regulatory authorities, project consultant Intars Zaharevičs split the project into four separate lots. All of them were skillfully kept within the legal category "below the EU threshold" (Zem ES sliekšņa), allowing for a simplified and minimally transparent tendering process.
This systematic budget utilization process began in August 2022 with the procurement of a logging forwarder for EUR 190,500, with SIA Haitek Latvia being the winner. This was followed, in December 2022, by a contract for the supply of an industrial wood drying kiln for EUR 181,100 from the Italian manufacturer SECAL srl. In May 2023, a heating boiler for the same kiln was purchased from Jelgava-based Anna Assistance for EUR 108,555. The final chord of the studied scheme was the delivery of building materials for the construction of a finished goods warehouse in November 2023 from SIA PB Telpa for EUR 80,374.50.
The total amount of funds utilized within the framework of this technological “series” amounted to EUR 560,529.50.
